There are three special care group homes in the heart of our village: the Champagne Residence located on Rockdale Road, Residence Ste-Marie and the Pine rest Residence both located on Buckland Road. Citizens occupy these three group homes in a tenant/landlord relationship in accordance with the Residential Tenancy Act. All three homes are domiciliary hostels. The Champagne Residence is licensed solely through the City of Ottawa. The two other homes have dual licensing with the majority of their beds licensed and funded by the Homes for Special Care Program (HSC) of the Ministry of Health and Long Term Care and the remaining through the City of Ottawa. All these homes are privately owned and are supervised by the home operator and their staff in collaboration with community outreach services consisting of social workers, nurses, psychiatrists, recreation and vocational counsellors.
While the tenants of the three group homes are supported in a variety of ways, including medication and counselling support, they are free to live their lives in a controlled environment within the village. However, as is the case for any citizen, they must abide by the laws, use common sense and respect the rights of others.
To refresh their understanding of these community living principles, information sessions are regularly held on community living with the tenants of the three group homes. In turn, the community is encouraged to avoid confrontation, per se.
By not providing cigarettes, money and rides within, or outside of the village, will support efforts to assist on their wellbeing and integration.
For life threatening situations, community members should call 9-1-1 if they feel their security or personal safety is at risk. However, to report non-urgent information, please contact Cst. Caroline Tessier of the Orleans Community Policing Centre at (613) 236-1222 ext: 3575. As the community officer for Vars, she can provide guidance in determining what and how to report incidents to police and can be contacted to follow up on incidents that have occurred in the community.
To further assist in the reporting of NON-URGENT INCIDENTS, residents can use the “MESSAGE” feature of this webpage to report information that will be passed on to the three group homes, the Ottawa Police and other respondent centres. The Vars Community Association will be the gateway to forward the information in a confidential manner. Informants will be contacted by the appropriate authorities for further information and follow up.

Il existe présentement trios foyers de groupe au Coeur de notre village : la Résidence Champagne située sur le chemin Rockdale, la Résidence Ste-Marie et la Résidence Pine Rest, toutes deux sur le chemin Buckland. Les citoyens occupent ces trois foyers de groupe selon un rapport locataire/propriétaire conformément à la Loi sur la location de locaux d’habitation. Les trois résidences constituent des foyers. La Résidence Champagne est titulaire d’un permis délivré uniquement par la Ville d’Ottawa. Les deux autres foyers possèdent une autorisation double, dont la majorité des lits est autorisée et financée par The Homes For Special Care Program (HSC) du ministère de la Santé et des Soins de longue durée, et les lits restants par la Ville d’Ottawa. Les trois foyers appartiennent à des intérêts priés et sont supervisés par le gestionnaire du foyer et son personnel, en collaboration avec les services externes communautaires constitués de travailleurs sociaux, d’infirmiers, de psychiatres, de thérapeutes, de conseillers en loisirs et d’orienteurs professionnels.
Bien que les locataires des trois foyers de groupe reçoivent de l’aide diverse, y compris des médicaments et du counselling, ils sont libres de leurs actes dans un milieu contrôlé au sein du village. Par ailleurs, comme c’est le cas pour tout citoyen, ils doivent se conformer à la réglementation, faire preuve de bon sens et respecter les droits d’autrui.
Afin de rafraîchir leurs connaissances des principes de voisinage en question, des séances d’information sur le voisinage destinées aux locations des trois foyers de groupe sont régulièrement présentées. Pour sa part, nous invitons la collectivité à éviter les affrontements en soi.
Le fait de n’offrir ni cigarettes, ni argent, ni promenades à l’intérieur et à l’extérieur du village favorisera les efforts de soutien à leur bien-être et leur intégration.
Lors de situations constituant un danger de mort, les membres de la communauté doivent composer le 9-1-1 si leur sécurité ou leur vie est en danger. Cependant, pour rapporter toute autre situation non-urgente, vous pourrez communiquer avec Cst. Caroline Tessier du Centre de la police communautaire d’Orléans au (613) 236-1222 ext: 3575. A titre d’agente de police communautaire pour Vars, elle pourra vous guider dans la façon d’établir pourquoi et comment déclarer des incidents à la police; on peut aussi la joindre pour connaître le suivi des incidents qui sont survenus dans la communauté.
Afin d’aider les reportages D’INCIDENTS NON-URGENTS, les citoyens peuvent utiliser la rubrique “MESSAGE” de cette page Web pour rapporter des informations qui seront par la suite passées aux trois maisons de groupe, la Police d’Ottawa et les autres centres de répondant. L’Association Communautaire de Vars sera la porte pour expédier les informations dans une manière confidentielle. Les informateurs seront contactés par l’autorité appropriée pour plus d’informations et donner suite.
